Additional Study of Parkway Setback Planned

In a recent meeting with Denver Parks and Recreation representatives, the Partnership received a commitment to further study the effects of the Federal Boulevard Parkway setback north of W. 20th Avenue. There was general agreement that greater flexibility for what is allowed in the 20′ setback might be warranted. The degree of flexibility and the type elements different than existing restrictions allowed in the setback needs to be determined.

Importantly, Parks agreed to involve Denver Planning and Development, and Public Works in the discussions. Together, the agencies can examine existing building lines to setback boundaries, the effect of the new zoning code that increased density and use along Federal to the setback and lot depths, and how future uses and/or redevelopment might be affected in certain sections along the Boulevard. Federal Parkway Setback Officially Changed

Today the Partnership received official notification from Denver Parks and Recreation changing the Boulevard setback requirement south of W. 20th Avenue. The message reads:

The Manager signed the setback change amendment yesterday for Federal South of 20th Avenue.  So the Parkway setback on Federal of Zero feet for South of 20th to the South City Limits is now in effect. This amendment will be posted in the Denver Journal on April 9.

The notification is the result of a year of effort by the Partnership, several Federal property owners, Councilman Rick Garcia and Parks and Recreation to examine the existing setback requirements and develop a more common sense standard.

As a designated parkway, Federal has a setback requirement only allowing landscape treatments on private property 20 feet from the right-of-way line, which typically starts at the back of the sidewalk but can vary from block to block. The setback requirement helps assure a designated parkway retains the traditional and historic character of a city boulevard. (more…)

In today’s urban environment we all desire a local dry cleaner, day care, coffee shop, variety of retail, restaurant and entertainment venues—all in a safe, clean, landscaped walkable and biking environment. Such attributes don’t occur overnight or without assistance – tools in other words – which provide the supportive social and physical infrastructure where businesses and families can grow and thrive.

Working to provide the necessary tools for community and economic development along the Boulevard is one of the primary priorities of the Partnership, and the reason for our recent release of a Survey containing possible future Boulevard improvements.

Federal Boulevard Parkway Setback Requirements Possibly Changing

On the eve of Denver’s recent fall snowstorm as the rain and snow mix began, many people came to the Ashland Recreation Center to hear a proposal from Denver Parks and Recreation about Federal’s setback requirement. As a designated parkway, Federal has a setback requirement only allowing landscape treatments on private property 20 feet from the right-of-way line, which typically starts at the back of the sidewalk but can vary from block to block. The setback requirement helps assure a designated parkway retains the traditional and historic character of a boulevard.

The city proposed to remove the setback requirement south of W. 20th. The city also proposed to come back at a later date to study the appropriateness of allowing non-landscaping elements in the setback north of 20th, such as eating areas, patio’s and the like.
